| RULES
OF THE 2006 IAPA AWARDS
WHO MAY ENTER
AND WHAT MAY BE ENTERED
1. There are eleven
categories along with the IAPA Grand Prize for Freedom of the Press that
journalists may compete for. They can compete in any of the three languages:
Spanish, English and Portuguese.
2. The "IAPA Grand Prize for Press Freedom" is open to one or
more persons in the Americas for outstanding work in defense of freedom
of the press. This award shall not be open to members or directors of the
IAPA; neither shall it be open to staff members of the IAPA nor those hired
by the IAPA to carry out special duties.
3. Only published news items will be considered for IAPA awards. Therefore,
books, essays, theses and any other work that has not been published as
a news article in a newspaper, periodical or magazine are excluded. Articles
that have been published online will also be accepted for the new category
of online news coverage. In the case of news agencies, proof of publication
is required of the competing news item.
PRESENTATION AND NOMINATION OF THE CANDIDATES
4. Entries must be submitted
by February 1 of each year and consist of work published during the previous
calendar year.
5. Nominations for the
"IAPA Grand Prize for Press Freedom" may be submitted during the
IAPA Midyear Meeting and may be in respect of events or publication occurring
before the competition year. During the Midyear Meetings, there will be
a box in which those attending will be able to place their nominations for
the "IAPA Grand Prize for Press Freedom."
DOCUMENTATION
6. Presentation: The
entries should be presented in one folder, on the front of which the entrant
shall put his name, the title of the work, the name of the publication that
published it and the relevant category. The folder should be divided into
the following indicated sections.
7. Number of Copies.
Two originals or photocopies of the complete work, folded and pasted to
one or more US letter or A4 size page, in such a way that when unfolded
they may be clearly seen by the judges. In the case of a series, all the
articles should be included.
If it is a news series that is being presented, please include the entire
series. Should the series exceed 5 publications, then only submit the first
5 publications and a copy of the last of the series. Notwithstanding, please
indicate the number of publications made.
8. Original proof of
the publication: A copy of the edition of the newspaper, periodical or magazine
in which the entry was published, so that the judges can consider it in
context. Only the section in which it appeared need be submitted. If the
work is a series, only the first published part is required. For series
of more than 10 parts, the first five and the last one are all that are
required. In the case of the online publication, some proof of such publication
is required.
9. Electronic copy. In submitting your entry, please include your complete
entry on a 3.5 inch computer diskette, or on a Compact Disc in text of Microsoft
Word 2000 or XP or any other recent version of such programs. Make sure
to write on the diskette label or CD, the name of the author, title of the
work and newspaper or magazine that published it. Entries that do not include
the diskette or CD will not be accepted.
10. Details of Context. The works should be accompanied by a brief note
from the editor and/or author explaining how it was done, why, what repercussions
it had and any other factor that may be regarded as important for the appraisal
of the judges.
11. Nominee(s). Each
nominee journalist should attach to his entry an 5x7" matte color photo
and a brief résumé. Media entries should include a similar
photo of the newsroom, of the newspaper building entrance and of the front
page.
12. Identification of
Category. Each entry shall be for only one category, which shall be clearly
identified by the contestant. The judges may, at their discretion, reclassify
the entry to the category they deem appropriate. Entries may be submitted
in no more than three categories per medium.
13. Works Published
in More than One Publication. If the same work has been published in more
than one publication, even of the same company, the entrant must choose
only one. Otherwise, the entry shall be withdrawn from the contest.
14. Limits to Number
of Entries. A journalist may submit entries in different categories, but
no more than one in each category. A maximum of three categories will be
accepted per journalist. A work bylined by more than one journalist shall
be considered for these purposes as the work of one person; therefore, the
collective work may be submitted in only one category. If an entry has been
edited several times in more than one publication though published by the
same editorial company, the journalist will choose only one publication.
A daily, weekly, magazine, or Internet site may only present three entries
per category and is limited to only three categories.
15. News Articles. Awards
are given for articles or series of articles, not for publications.
16. Photographs. Published
photographs may receive awards. The contestant should submit a copy of the
photograph on paper and the page on which it was published. The page should
be folded and pasted to a sheet of US letter or A4 size paper in such a
way that it can be easily unfolded by the judges and the published photograph
be clearly visible, as should the cutline. The contestant should also submit
a few lines- no more than 20 to 25 - about the technical and journalistic
conditions in which the photograph was taken and any other comment deemed
to be useful to the judges. The photograph itself should also be submitted
on 8x10" matte paper.
17. Cartoons. Awards
are made for published cartoons. The rules are the same as for photographs.
18. The author of the
entry and the publisher of the newspaper, periodical or magazine in which
it was published waive copyright on the entry in the event that it wins
an award, for its inclusion in an annual publication devoted the IAPA Awards.
There will be no payment for royalties whatsoever in any case.
THE JUDGES
19. The president of the IAPA will name a chairman, vice-chairman and members
of the adjudication panel from among IAPA members.
20. The judges shall
meet during the IAPA Midyear Meeting and from time to time as the chairman
may decide.
21. The chairman may
appoint judges specifically to make recommendations as to proposed winners
in chosen categories. However, the final decision in each case shall be
made jointly by the adjudication panel.
22. In the judging of
a category in which an adjudication panel member has an interest, that member
shall be invited to withdraw from
discussion of the category.
THE CATEGORIES
AND THE AWARDS
23. The categories and
the respective awards are detailed over page. At the discretion of the judges,
honorable mentions may also be awarded, and these shall consist of a diploma
in each case.
24. The winners shall
