WHEREAS

the last six months have seen a substantial number of developments directly threatening freedom of speech and the press

WHEREAS

various media outlets and journalists been pressured for reporting and editorials addressing matters of public interest

WHEREAS

the constitution and several international documents establish the rights to freedom of information and speech

WHEREAS

the president of Ecuador , Lucio Gutiérrez, signed the Declaration of Chapultepec in 2003

WHEREAS

Article 1 of the Declaration of Chapultepec states, ? No people or society can be free without freedom of expression and of the press. The exercise of this freedom is not something authorities grant, it is an inalienable right of the people?

THE MIDYEAR MEETING OF THE IAPA RESOLVES

to urge President Gutiérrez and all government authorities to abide by the constitution and commitments to the free press

to request the president of the IAPA to arrange a trip to Ecuador to investigate the state of freedom of speech and press there.

to request President Gutiérrez refrain from attacking and pressuring independent journalists and media outlets
