WHEREAS
a study by the nongovernmental organization Poder Ciudadano reiterates that in the first half of 2005, just as in 2004, the national government placed government advertising without following objective criteria
WHEREAS
an IAPA study at the beginning of this year reported that the government used placement of its advertising to reward or punish media outlets and journalists, and this situation was not corrected
WHEREAS
this corrupt practice occurs as well in provinces and cities
WHEREAS
Article 6 of the Declaration of Chapultepec states, “The media and journalists should neither be discriminated against nor favored because of what they write or say”
