IMPUNITY-HAITI
WHEREAS
in the wake of the April 3, 2000 murder in Port-au-Prince of journalist Jean
Léopold Dominique, who was the owner and director of Radio Haiti, and
despite the issuance of arrest warrants, the four principal suspected perpetrators
of the crime have yet to be taken into custody
WHEREAS
although those accused of murdering Jean Léopold Dominique are being
tried in open court, it has been impossible to bring the trial to a conclusion
owing to frequent incidents and judicial irregularities, and to intimidation
and harassment of the judge directing the investigations, Claude Gasant
WHEREAS
Principle 4 of the Declaration of Chapultepec provides that "Freedom of
expression and of the press are severely limited by murder, terrorism, kidnapping,
pressure, intimidation, the unjust imprisonment of journalists, the destruction
of facilities, violence of any kind and impunity for perpetrators. Such acts
must be investigated promptly and punished harshly"
THE GENERAL ASSEMBLY OF THE IAPA RESOLVES
to urge the police authorities to execute the arrest warrant against the four
suspects in the crime
to call upon President Jean-Bertrand Aristide to
allocate the necessary police and judicial resources, and the resources required
to protect witnesses, family members and the judge investigating the case of
Jean Léopold Dominique, so the perpetrators and masterminds of the murder
can be brought to justice.
