IMPUNITY-MEXICO
WHEREAS
journalists José Luis Ortega Mata and Saúl Antonio Martínez
Gutiérrez were murdered this year, and the authorities have yet to adequately
solve the crimes
WHEREAS
the government of Mexico has not responded to the recommendations issued by
the Inter-American Commission on Human Rights in relation to the April 29, 1988
murder of Héctor Félix Miranda, and the July 3, 1991 murder of
Víctor Manuel Oropeza, while such recommendations affirm that Mexico
stands accountable to the international community for the violations
WHEREAS
Principle 4 of the Declaration of Chapultepec provides that "Freedom of
expression and of the press are severely limited by murder, terrorism, kidnapping,
pressure, intimidation, the unjust imprisonment of journalists, the destruction
of facilities, violence of any kind and impunity for perpetrators. Such acts
must be investigated promptly and punished harshly"
THE GENERAL ASSEMBLY OF THE IAPA RESOLVES
to urge the government of Mexico and its judicial branch to take such action
as may be necessary to prevent impunity from surrounding such cases.
