IMPUNITY-VENEZUELA
Resolution of the 62nd General Assembly
Mexico City, Mexico
September 29 – October 3, 2006
WHEREAS
in recent months there has
been an increase in violence against journalists
WHEREAS
Jesús Flores Rojas,
correspondent of the daily La Región was murdered in El Tigre, Anzoátegui
on August 23, 2006; José Joaquín Tovar, publisher and columnist
of the weekly Ahora of Caracas, was murdered on June 17; and Jorge Aguirre,
a photographer of the daily El Mundo, Caracas, was murdered April 5, and the
murderers have not been found
WHEREAS
the murders of Mauro Marcano,
an independent councilman and host of a program on Radio Maturín, Maturín,
Monagas on September 2004 and Jorge Tortoza, photographer of the daily 2001,
Caracas on April 11, 2002, have not been solved
WHEREAS
Principle 4 of the Declaration
of Chapultepec says “Freedom of expression and of the press are severely
limited by murder, terrorism, kidnapping, pressure, intimidation, the unjust
imprisonment of journalists, the destruction of facilities, violence of any
kind and impunity for perpetrators. Such acts must be investigated promptly
and punished harshly
THE GENERAL ASSEMBLY OF
THE IAPA RESOLVES
to urge the Venezuelan authorities
to intensify the investigations of the crimes against Flores, Tovar and Aguirre
in order to find the hit men and instigators and bring them to justice
to insist that the investigations
of the murders of Marcano and Tortoza move forward to conclude with the arrest
of the instigators.
