FREEDOM OF PRESS AND OF EXPRESSION
(FOP/FOE) International Delegations
help consolidate institutional commitments and processes that
protect the independent news media and journalists. They contribute
to building awareness around issues concerning individual liberties
and democracy. The IAPA Digital Strategy allows
the organization to provide enhanced services to its members
and the general public, promotes wider citizen participation,
and positions the IAPA strategically toward the future.
The Agenda for High-Risk Countries, composed
of direct action, promotional, and educational campaigns,counteracts attempts
to debilitate individual liberties and other fundamental rights in
the defense of democratic values and institutions.
IAPA’s Technical Capacity goals include the
creation of enhanced communication systems to support outreach;
the enhancement of internal professional capacities to strengthen
the organization; the increase of membership and support base; and
the provision of enhanced services to IAPA members and citizens
at large.
CHAPULTEPEC PROJECT
The Project’s Hemispheric Conferences
encourage collaborative critical dialogue and action to advocate
against laws that hinder the functions of the independent news
media.
Inter-American Forums for Supreme Court Justices
create a dynamic support network among Justices, and promote
the application of international legal standards for FOP/FOE and
the adherence to legal commitments reached through international
treaties on human rights.
The Ambassadors Program prepares future leaders
to identify legal threats to freedom of the press and of expression
and to take action.
The Digital Legal Database on FOP/FOE is an
indispensable legal resource for media attorneys, investigative
journalists, and other NGOs interested in seeking changes in
the Law.
IMPUNITY PROJECT
Investigations of Unpunished Criminal Cases
provide in-depth knowledge of the causes that fuel violence
and impunity, and allow the IAPA to design and implement appropriate
advocacy strategies to achieve the goals of eliminating statutes
of limitation on this type of crimes; securing the toughening
of sentences for perpetrators; and seeking the creation of special
jurisdictions to prosecute criminals as well as the implementation
of official systems of protection for journalists.
The Legal Fund allows the organization to
continue to bring unpunished criminal cases to the Inter-American
Commission on Human Rights and to provide assistance to victims’
families to continue civil proceedings.This strategy fosters
international awareness; helps reach amicable solutions with
governmentsto provide moral and material compensation for the
victims; and promotes the advancement of appropriate policy
reforms.
The Journalism Training to Minimize Risk lessens journalists’ vulnerability
when commissioned to work in risk zones and/or are faced with
violence and threats.
The international University Network against Impunity
seeks to revitalize the role of universities as agents of change
and multipliers of knowledge, and foster changes in curricula
to provide a type of education for future professionals more
attuned to present day reality.
Laboratory against Impunity Itinerant Forums
encourage the participation of universities in day-to-day social
affairs and strengthen their role to educate and promote social
responsibility in the defense of FOP and democracy.
Student Competitions of Journalistic Digital Short Video
and Photography help cultivate greater professional
responsibility. Competence outputs support IAPA’s education
and awareness campaigns to encourage citizen mobilization.
Academic, Professional, and Student Exchanges
foster consultation, critical dialogue, and learning around violence
and impunity. They also provide enhanced educational opportunities
and promote curricular updates.
The Hemispheric Conference of Universities against
Impunity provides a framework for increased public
and official awareness and action around the themes of violence
against the press and impunity, and other FOE/FOP issues in
the Americas.
Online Courses on Covering Dangerous Assignments
provide extended and financially affordable learning opportunities
for students and professionals that lack the resources to attend
in person training.
The Faces of Impunity Digital Museum nurtures
public memory, puts a human face to victims, affords moral compensation
for the victim’s family and colleagues, and creates an
immediate sense of social awareness.
The Library of Educational Materials serves
as a valuable resource for training and promotional campaigns
as well as for use by media professionals, IAPA members, journalism
students, and other non-profit institutions working to advance
freedom of the press and of expression.
White Paperson Freedom of the Press educate
citizens; foster awareness of the legal, legislative, administrative,
or private issues that impact on FOP/FOE; and inform the formulation
of specific proposals to be presented before governments and
public institutions to seek reforms and corrective actions.
PRESS INSTITUTE
Business Management Seminars for Newspaper Professionals
improve the financial efficiency, competitiveness, and productivity
of newspapers through the professional development of directors
and managers.
Newsroom Leaders Seminars engender leadership
and administrative competences on the part of editors and those
responsible for the editorial aspects of a publication, while
filling the gap left by Journalism and Communication schools
that do not provide training in these areas.
Stand-Alone Seminars on Current Issues increase
the professional capacity of journalists to cover relevant social
themes and foster constructive professional debate.
Seminars for Small Newspapers help generate
new sources of revenue for these venues and increase their financial
solvency, allowing them to continue serving as the source of
local news, and providing an important service to small communities.
Seminars for Tabloid Newspapers improve the
journalistic quality of these publications at the administrative,
editorial, and ethical levels.
The E-Learning Program broadens the reach
of IAPA’s in-person trainings by serving other publics that
for strategic or financial reasons cannot attend in person seminars
offered in their region.
The Hora de Cierre Magazine and Hor@Digital Blog
promote the professional development of journalists and others
interested in the news media, and support the training of future
professionals, serving as a bridge to exchange information and
empirical knowledge.
SCHOLARSHIP PROGRAM
The IAPA Scholarship Program for Journalism
students contributes to the development of leadership and other
professional skills, and allows for better understanding of
inter-American relations and issues.
AWARDS PROGRAM
The IAPA Awards Program promotes a type of
journalism of greater excellence, commitment, and responsibility
toward democratic values.
